I wouldn't say that, especially, high angle belt shot happens often.
DB hitting belt is something that happens frequently also.

Simply say,
Deck armor for defence shells hit on ur deck(BB's shell always fallen on ur deck,so do
those Divebombs),thats the main point for ur ship's defence.
Belt armor for defence shells hit on ur side(in Biltz shell always hit on ur
side),what'sore,Belt armor can reduce torp damage at most 50%
Bugles for directly torp defence.u will lose Bugles instead of DP when hitten by a
torp.But remember,bugles are one-timed, u can't recover bugles during a battle.
Bulk Head for prevent u lose speed when badly damaged. With high Bulk head u can
still overheat ur engine even ur DP under 30%

Since KM armor is not very good and you can't fit very much of it (compared to 10.0+
inches in UK ships) only pack torpedo protection. Like RP said that means about 0.2-
0.3 inches Belt and then the rest of your displacement weight in Bulge, until it begins
to adversely affect your ship's speed. Don't get slow, slow = dead.

No armor is the best armor.

You should only fit bulge and about 0,3" belt more or less, until you drop 1 base speed.
