I don't know why you changed that. It's totally pointless, especially if you consider how
weak they are. My biggest problem is that you can only have 15 normal ships in all of your
harbours and those ebb's take up those slots. This may not be too much of an issue most of
the time, but during HA i can have a lot of more powerful ships in those 15 slots.

So please, let me use the HQ to store EBB's again.
