Okay, so here is my logic on this question...
If you start with 8 sailors (I will use fighters for this example) and each have let뭩 say
Rookies: 67, Experts: 400, and Vets: 0
** Disclaimer ** (This would assume that you are using a premium account with a
better conversion ratio.)
You roll 20 times (200 experts) for vets on each sailor. Out of those 20 times you hit
5 times = 50 vets total for each sailor. (I have not had a time yet that I have not
gotten at least 5 out of 20 rolls. I can usually get 5 in less than 20 rolls. This is just
worst case scenario.) This leaves you with 150 rookies added back
to your rookie queue & 50 vets added to your vet queue, while taking away 200
experts. So each of your sailors now look like this...
Rookies: 217, Experts: 200, Vets: 50
I have fond that once you reach 50 - 60 vets, the rolls tend to get a lot harder to hit,
so I would not waste the time/money on rolling any more unless there is an event
happening. With that said, you now buy 50 vets for each sailor @ 8 pilots = 20 total
vet packs (+10 /w 2 in each pack @ $2 a pack). This would cost you only $40. (Less
once you figure in the discount.) Now your sailors look like this...
Rookies: 217, Experts: 150, Vets: 100
After this has been done you then buy an expert pack (+100 /w 2 in each pack @ $2
a pack) for each sailor. This would cost you only $16. (Keep in mind that it will be
even less once you figure in the total discount with the vet packs added to your
cart.) Now your sailors look like this...
Rookies: 17, Experts: 350, Vets: 100
Your total invested thus far would be only $46 to bring all 8 sailors to 100 vets. (Not
figuring in for your discount)

If you did it the buy all & not roll vets way you would look like this...
Rookies: 67, Experts: 300, Vets: 100
And you would have spent: $80 (Again not figuring in any discounts)

My final thoughts... Roll to 50 then buy after that to 100. Once there make sure you
wait until an event before trying to roll past 100 vets. Even then you will want to
have a few +100 expert packs on hand to counteract the non-hits. Hope this helps.
