change when u can because u will get more exp and creds also more slots for lvling
crew

Kberg and later M pro r much better than z99 and also gives u more xp.

Follow through the Cruisers till you reach your Deutschland, it can give you some
practice in using cruiser guns. And like the last reply, you get more XP and cash
using level ships.

CL cred gain>>>>DD cred gain

So yeah its much better to upgread whenever u can, even more with hghr lvl ships u
gain more crew slots so u lvl up crew more efectively

Anyways best ship to lvl up crew is emdem, or km APA , later on its moltke or O1
