go for overkill on # of reps :P

No, you can have 2 Elite Reps lvl 120 each but one has 50 vets and the rest recruits
while the other is 200vet full BVE. They both show similar shown ability of about
3500 right? But that doesnt mean they both have the same true ability and
any "shortcut" wont turn out accurate

What i mean is if you add up all the shown abilities of all sailors on ship, and the
total of that is there a total shown ability that equals the true ability of repair of 280
dp/s?

Not sure what you mean, but you gotta count the tue ability rep rate from each
sailors and sum it.
like: (number of experts + 4x Number of vets) x shown repair ability.

What I meant is not true ability, but an easy number from all the repair abilities
added up on all sailors. The ability shown I mean, is there a added shown number
that is about 35 mil true ability?
