You're probably in your first sub -- ss1 -- which by all accounts sucks and much improves when you get to ss2.
I'm in the middle of ss1 myself. It sucked at first but I'm starting to get the hang of it. Here's what I do:
Set your expectations low -- consider it a victory if you do any damage at all.
Don't rush into the middle. That just makes you an early easy target. You don't have enough air to stay submerged for long.
I go north or south with some big bbs. They are bigger targets, so you will be left alone. However, don't travel too close to them. You don't want to get hit by a near miss.
At some point I make my turn and head toward the enemy line, either when it's apparent that the big guys are busy shooting at each other, or when it appears there are no enemy scouts in the area.
Use clouds for cover.
I usually stay surfaced until somebody takes a shot at me. Hopefully the first shot misses, then I immediately dive. I go a little ways, then I surface again to get some air. Hopefully nobodies watching for me. If somebody shoots at me, I dive again.
By this time, hopefully, the enemy battle line is coming into view. This is when I take a deep breath and make my run.
I want to fire my torpedos at max range, so that I can at least get some damage if the torpedo explodes near a ship. It doesn't have to hit to get some damage (remember, low expectations).
If I'm lucky, I may actually do some real damage before I run out of air and I am forced to surface. Then I plan on just being dead, but make sure I die with empty torpedo tubes.
