Well after the recent CV patch I'm told that fighter stat has no real effect on bombers.
The only thing high bomber stat is going to help you with is resisting damage. But dive
bombers pretty much operate just fine with terrible stats, no boosts, and low vets/experts
if you're cautious.
Now if you want your bombers to shoot down fighters that's a different story. Elite
bombers supervetted with boosts can sometimes kill T3's. Or at least put enemy fighters
into the "circle of death" where they can't kill your bombers and you can have them wait
until friendly fighters arrive.
Overall, I wouldn't worry about bases much. Like I said, dive bombers are completely
dependent on your skill. The stats just give you some perks that can come in handy once in
a while.
