I'd say slamming 2x100 experts on a sailor already helps a lot, if he has loads of rookies.

Buy lot of experts, lot of them, and then, roll vets to 100.

It's situational -- how many of each do you have (vet packs don't work if you aleadyhave
100+ vets on the sailr), is there a conversion event going on, etc.
