If you have 400k that should be more than enough. Speed is your friend on the german side. You won't be able to fit much armor if you have maxed out recruits on your crew.

lvl 39 6.75"sL, CL Engine III Heavy, only as much armor as you can put without
losing 2 knts off max speed (compared to unarmored).
