Depends on a lot of factors. One thing I miss about not going BB in my US crew is that with BB, you are leveling up a lot of support crew (repairers and engineers particularly) that are useful on virtually any other ship. Got a spare high-level engineer? He's also great on a SS! Want to go a different ship route with a new BO? You have high-level gunners, etc that can handle it.
When you go CV, I think there is more investment, because fighter and bomber pilots can only really be used on a CV. Thus, outside of the CV, those crew are going to be twiddling their thumbs on other ships.
Tactics wise, BBs are about knowing angles, ranges, and maneuvering to best take advantages of your ships strengths/weaknesses. CV is about air superiority, managing multiple flights of bombers and acting in support of the BB line.
Unless this has changed over the years, common wisdom was that a BB made a better leveling platform for crew because they tended to earn more xp than a CV, but a CV could potentially earn much more credits (from shooting down planes I guess).
What I liked about CVs was that you can really hang back and send out planes to do as much damage as possible to the enemy. With situational awareness, You're much less likely to be oneshotted. Both US BBs and CVs are decent all-around, and at low-medium tiers dont really have anything to jumps out in effectiveness/uniqueness.
