I have always used my main gunners and AA gunners to bring up the second line. I also
raise AA gunners on my first line as well. In order of Priority for crew (headed to bb6)
I would do it this way: Main Gunners - Supports - BO. Looking at crew requirements for
BB6, Gunners and BO must be 120. I would rather BO be later than supports as leveling
last supports after BO hits 120 is frustrating. I will also state that I have multiple
nations with 3+ lines finished or in progress (I really hate late supports, and am
currently having that issue with my 2nd nebby simply because I thought i was ahead of the
curve already and started helping level fleet mates crew while I finished mine).

With Premium and under good AA in games, I'd say Pensa can get your crews into the 70+s
(20 levels above ship is something like 10% exp penalty, I can live with that). After
this point you are going to be needing to use either a BB or a PBB. But at the current
point PCA will be much more beneficial and again always provides and outlet to AA for
experts. One final note on the Pensa... this is a widely used ship in FL whereas the seva
is not.

Disregarding particular ships, when it comes to leveling there are a couple other ways to
increase it as well. However the one I use the most requires a prior crew. In the early
days of playing for em I would be 1 or 2 crew short on my BB6. At this point I would try
to finish off those 2 while leveling up gunners/supports for another nation, then getting
a jump start on the next nation.

PCA. You can use it later on as an AA ship. USN PBB has limit use in my opinion. And
the USN BB lines are so multiple in ships (if you go all BB lines with seperate BO's),
you don't need a PBB at all.

im guessing that you probably dont have a big enough crew to fill a montana yet (engies).

so yes, start a new BO, and get the second batch of support crews going. using your
current gunners will help but you will not be able to play blitz.
if you plan on using aa guns on the BB line, yes, level up a pair of 9/12, 10/12 rld-r-r
gunners.

for cv, yes you need another bo, it might be hard to train your second batch of bb support
+ cv crew at once. so you could level up the cv bo later using your much higher lvl bb crew.

this goes back to the first question. pensa AA is good for leveling your very first bb
crew, but afterwards when your gunners/supports are higher, sevastopol is the way to go
with new crews

Just a question though..
To level a second BO, would I use my lvl 56 gunners or just start new gunners with
new BO?

And if I wanted to start a CV crew, would I need to level two BOs for that aswell to
keep my pilots lvl?

I have the US PCL, PCA, PBB...and they all work for what you want.

Supports are too low for BBs, you will be far from speed cap, and low SD. Pensa with AA
will also help significantly with gaining experts and rolling to vets to improve crew
while leveling sailors. At same time it will help you to bring up additional supports to
fill out later BBs.

As your level is still relatively low I would work on getting end line crew setup.
Atleast 5 Engineers, 3 Reps, AA, Scout, gunners. If you prefer to play without AA,
probably 6 eng, 4 reps, scout and gunners.

EDIT: The best way to get your crew back to level with your Main BO will be to start a
second BO going another line. If your trying to work up BB supports I would do a second
BB line, as with a cv your support slots are being used by pilots rather than keeping
supports in line, and a sub line does not have enough support slots.
