How do you get the Yubari? Is it only and event ship? Or can you buy it like the
Omaha?

Yubari is a Great Leveling Ship. Try both 5.5s and 6.0s, and ASW Setups.
Allows you to skip the Agano until you want to play around with a Oyodo CVE

Like the Omaha, Reynard, Emerald, and Emden, you just need an appropriate level BO. (23
in this case)
