I would like to suggest, and its probley already been suggested that there be a
premium purchase item to reset a pilot or support sailor. Pherhaps you can even
put a minimum lvl of 100 on the sailor. The reason being is because these sailors all
hit their caps often before lvl 100 and changing a restore to a repair or engineer
would not have much dramatic changes to overal performance of the sailor since it
will be losing a few points in the change unless you got 11/11. I dont think it would
be all the difficult from a programming perspective since you would be generating
a new and desperatly needed service by higher lvl players.
