They're intended for attacking small ships, finishing off crippled vessels, and picking off the stragglers of a convoy - when the conservation of torpedoes is a concern.
The main problem seems to be that they are very unreliable, doing anything from a useless 50 damage, up to a moderate 600 damage. They fire slowly, and there's only one of them, so whatever damage they do inflict is next to pointless.
Subs are confined to great battles, and in that scenario, deck guns are nearly useless... If you're above water, you're just plain dead. If there was some sort of objective to attack enemy merchant vessels, then maybe the deck gun would have some utilization, but not now, not in GB, in there they're just rusty outdated WWI guns for sinking a row boat or something.
