Skelly/Ghost/or Full Repair your Sub BO?

I heard most people complete skelly their sub BO's (no rookies, no VE)
But I was wonderin if it's orth it t just keep ~100 vets or fully BVE them as +12+13
rep stats to get a significant increase in the subs repair rate and SD. Is it worth it?

Once a sub has enough useable displacement left once all the slots are filled, yes it
could be worth it.
As no sub atm has any spare displacement left, not skeletonizing your BO is not a
good idea.
