You will not be able to use lvl 25 Torpedo men on any sub. Subs use a fixed torpedo
launcher that requires a higher level (typically based on the sub level).
For SS1 the Torp launcher is lvl 37.
Two things to keep in mind for these questions:
1) Experience from torpedo attack was reduced, meaning if you were to raise your
planesman/sonar/torpers/etc through another ship using guns, you will likely level faster.
2) While if lvl 25 torpers could be used on the SS1, the level difference would be 12
leaving you gaining about 90% possible experience. This in itself is sort of the golden
rule to use (use a ship between 14 levels above or 20 levels below your sailors for most
efficient exp). However when using torps for attack you really need to be as close as
possible to the ship level.
My suggestion to you, is level your crew using an emden or another boat, preferably AAing
for experts and levels on your crew, but at the very least something that is doing gun
damage. It is always best to play a ship with an above level crew.
