As a CV, IJN BB, and AA player, I have seen both sides of this argument, and don't think it is fair to use a blanket statement against AA users. Countless times, I have been engaging enemy planes (DB, FP, TB...), when a CV will send a whole wave of FP into the planes I am engaging, lose half their wave, then chew me out for friendly fire. On the flipside you have BlackFrop: a CV that sends out a wave of FP and engages enemy planes. An AA user joins the party late, and proceeds to shoot down the whole wave of friendly fighters.
Overall, the penalty is too situational. This is why this will probably not get implemented.
