Rebalancing the Fletcher gun size

Baker654	I noticed that the the Fletcher is currently unable to effectively use its histroical the 5/38 cal Mark 30 Mod41 single. The d version can only use 3 binds. Which is too low for destroyers, even if the Fletcher has 5 R slot mountings. I suggest a rebalance by either increasing the R slot size or decreasing the amount of space used by the 5/38 cal Mark 30 Mod41 singles. That way the Fletcher can be useful for AA purposes

mailman	Don't forget the Fletcher is the lowest national us dd1. It is supposed to be a bit sucky (as all dd1 are). It is not always possible to get ships historically correct because gameplay will have the more important factor.
