KM SS Crew Problem

guys, i have a KM SS3 and 2 Heavy Torper (both r level 58). the problem is, my SS3 torpedo shows
"Unmatched Level". why? i m new in SS line. please help me with details solution guys. i m waiting for

your torpedo men arent a high enough lever to operate the torp launchers on the sub, i
cant remember what level they have to be but i think its level 60. Just grind some levels
with them on another ship
