I have an idea that could possibly benefit high levels, and give lower levels a chance of firing accurate shots.
With the current system, turning guns, firing guns, maneuvering the ship, overheating, none of that has an effect on accuracy. Your spread either sucks or it doesn't.
What I propose is to have a system where guns become more accurate the longer you wait and the less you do.
Different actions will decrease the accuracy such as changing direction or re-aiming the guns.
Better sailors will get the guns at an accurate level much sooner, and will be more resistant to losing accuracy when firing and other things.
Higher levels could benefit by firing an intentionally low accuracy shot to find the location of ships they can't see. This can't be very well done with block shots.
Look at the way other game handles it. Your gunner improves the rate at which your accuracy reaches near 100% Turning the tank or the turret lowers accuracy significantly. Standing perfectly still and rotating the turret slowly gives the best accuracy.
