I have an idea that could possibly benefit high levels, and give lower levels a chance
of firing accurate shots.

With the current system, turning guns, firing guns, maneuvering the ship,
overheating, none of that has an effect on accuracy. Your spread either sucks or it
doesn't.

What I propose is to have a system where guns become more accurate the longer
you wait and the less you do.

Different actions will decrease the accuracy such as changing direction or re-aiming
the guns.

Better sailors will get the guns at an accurate level much sooner, and will be more
resistant to losing accuracy when firing and other things.

Higher levels could benefit by firing an intentionally low accuracy shot to find the
location of ships they can't see. This can't be very well done with block shots.

Look at the way other game handles it. Your gunner improves the rate at which
your accuracy reaches near 100%
Turning the tank or the turret lowers accuracy significantly.
Standing perfectly still and rotating the turret slowly gives the best accuracy.

I don't know how to explain the suggestion, I'll try to reword it...

With *this* system, the gunner skill would improve how long it takes to get an accurate
closely-packed salvo.

Turning the ship, firing all cannons, rotating cannons, getting hit, going into overheat.
All of these would decrease accuracy, if only temporarily until the gunners compensate.

Low level gunners would take several seconds under prime conditions to get a perfect
shot.
High level gunners would get a high accuracy shot much more quickly.

i dont quiet understand it but shooting in tanks and in ship are very different. ship
have multiple turrets with multiple guns, tank only have a main gun, coaxial machine
gun and sometimes aa-gun. its easier to shoot one gun rather than multiple guns
