recently i saw a lot of sailors with an imposible base
if you seach on trade sistem
uk/ chief repair
you will see a chief repair lvl 103
if you calculate the base of this sailor you will se that
the sailor is
p 15
and all the other stats 12
its imposible

so calculate by yourself

acc- 3---> 12
rld- 3 --->12
torp- 3 ---> 12
AWW- 3----> 12
rep 37----> 12
rest 12---->12
eng 9---->12
air- 3---->12
ft- 3---->12
bomb- 3----->12
