I realize you are only looking at Reps, but to be more practical you really need to include all sailors (as for rep rate, all sailors influence it, including BO, Scout and Gunners).
A +12 rep unboosted is 31 growth at Chf. A +10 rep stat on an engy unboosted is 8 growth at 1st Eng.
In other words in its most simple form, 4 Engies with base 10 in rep will equate to 1 +12 rep.
It doesn't seem like much, but the other sailors do add up when it comes down to repair and SD. Gunners likely will not add much (possibly none) same with scout if you ghost it. Though on my second nebby, I delayed my scout and got a reasonable amount of rep/rest ability from it).
The best way to work these out is to do it on an individual basis or a common setup. This is relatively easy to do with excel, and will show you the various combinations you can use to reach caps. Particularly allowing yourself to change the number of vets/experts to see the difference (and it can be a big difference).
