There are a limited number of harbors. A fleet holding two or more of the four harbors increasingly monopolizes a highly enjoyable game mode, meaning that the less powerful fleets who would otherwise have a chance to enjoy HA are increasingly marginalized.
The way resources and taxes are allocated into the harbors means that investment into two or more harbors is very expensive for a very long time. In addition, the strain of defending more than one harbor for the period of time it takes to see benefit means that any expected gain, in relation to the huge investment, is unlikely. Therefore, there is only one real reason to hold multiple harbors - as a demonstration of power over others.

The following order was sent to all Network captains via the Network communication systems on Saturday, 3/12/11:

BY ORDER OF THE AUTOCRACY
In accordance with the terms of honor and the Network Code; for the preservation of our integrity; and in the interests of fairness to all:
Effective 12 March, 2011:
Network declares, in accordance with the terms of honor and fair play to all:
- That we will claim one harbor, and one harbor only, to be Network, "Esto Perpetua"; - That all fleets that hold a single harbor, regardless of age, creed, or history, need not fear an attack with intent to conquer from Network; - That any fleet that holds two or more harbors, Network considers open to attack and conquest, but only at harbors in excess of 1; - That any harbors captured in any offensive action by Network will be held only as long as necessary for claiming by a fleet other than the original holder; - That harbors given back to the server in this manner shall be claimed on a "first-come, first-serve" basis; Network will not choose the claimant by any method.
It is understood that Network acts alone; no other agreements or any other affirmations are required.
We do this in the interest of the continued success, diversity and health of the Nebraska server; and our own integrity.
This decision has been the subject of extensive discussion in our ranks. Many different viewpoints, and counterpoints have been presented and argued. But what I can say with pride is that, as a fleet, we recognize the import of the reasons stated above. Thus, we are compelled by our own code of honor to act on them, despite our various reservations.
