Servers will be down on the night of March 16th, from 10PM through 12AM (2 hours)
Pacific Standard Time. (March 17th, 06:00 -> 08:00 GMT/UTC time)


-Fleet leaving penalty will be re-activated.

-Due to the server merge, one fleet will be able to own only 1 harbor.

I believe SDE's orignal idea is let more fleets get harbors and more to practice. However the method is incurrect. The
output will be killing active players from largest fleets in each server.

Suppose 4 largest fleets occupy a harbor each and they are rank 1-4. We have 4 other fleets have the HA capability
rank 4-8. As we all know defending a harbor is much easier than attacking a harbor, less likely they will be taken by
lower ranking fleets.

In the best case, they will manage to recruit more active members and merge with some lower ranking fleet. For
example, rank 5 6 merged their active members and make them somewhere rank 2.5-3. They might have a chance
to take harbor from rank 3 or 4 fleet but stand no chance against other 2. So two of the largest fleets with possibly
most active members will have many active members become inactive due to the less competitions.

In the worst case, they all stopped trying and HA dies, you killed all active fleets.

But if more harbors can be occupied, they will change hands from time to time. Since the mega fleets have likely
equal powers, they loss harbors due to many conditions, like lack of time defending too many harbors, inactive of
members etc.

I don't understand why we have a cap on the number of Harbor's a fleet can hold in the
first place...it's absolutely moronic. Specially now with a server merge...we should have
more competition. I say let the competition dictate who holds a harbor and stop limiting a
fleet's success...it's killing the player base.

In the end...
Way to kill the competition...Very upset about this.

clemo a fleet can choose to not defend a harbor but if you attack you must show up

Harbors have been given away in the past with no consequence clemo.

Re-introduce the one fleet, two harbour rule. You are going to kill HA for atleast 6
months until the community have pushed long enough for it to be re-introduced.

:EDIT:

Quick question: If a fleet takes and holds a harbour for x amount of months, get bored and
want to attack another, they must relinquish their hold on the harbour they own. So, if they
decide 'OK, this week we are going to allow the harbour to be taken regardless of who it
is that attacks' so they can carry out an attack is that considered AB?

Because I can guarantee fleets that hold a harbour under this rule will consider doing
this so they can attack another harbour.

as outcast says the 4 bigger fleets will take their harbors and they wont be able to atack
each other anymore, so who are gona take out their harbor?
i.e.: if the 4 kaiser harbors are held by vets, RS, JRF and imperium it leaves only like 1
or 2 fleets capable of atacking and winning an HA

and harbor holder wont be able to atack anymore... duh BORING!
at least let ocuping fleets to "comerce raid" other harbor and break their productivity
but not take it!!!

The one harbour one fleet rule was a disaster for Yamato when it was first implimented.
The very fact there are so many fleets able and willing to attack I don't see why a fleet
can't own 1 harbour with the option to attack another?!!!!

You will automatically knockout 4 of the top fleets (whoever they are and own 1 harbour)
from competing against each other. 2 Harbours per fleet was a perfectly acceptable system,
please revert this asap... it really draws from the games enjoyment!!!


I mean take this for example.... Orp/PP takes Toyko, Blacksun takes London. The Poles and
BS would never see each other in a HA ever ..... because of this retarded rule. However
when it was taken away on Yamato PP attacked BS (in London) and we had some excellent top
quality fights. Sure if PP won they would own 2 harbours but who is to say BS or any other
fleet couldnt take it back. 2 Harbours per fleet is an excellent decision that allows
flexability for fleets to attack anyone and be attacked by anyone..... one harbour per
fleet is really really ... stupid and it detracts from the game. (you are shooting
yourself in the foot again SDE)

Now the only way to attack is to give up your existing harbour if you want to play a rival
fleet.





Also when are you going to Patch little things like ...... Soviet DB's load time from
12/13 sec to the 8/9sec all the other nations are on. You know stuff like that.







Just to make myself clear, GET RID OF 1 HARBOUR 1 FLEET RULE, ITS STUPID!!!!!!!
