There should be some balancing with the bombs of MN, IJN and SN.

It doesn't make sense that MN should have the strongest of all bombers with no bonus
stat to Bomb, where as IJN and SN are now just above average. Wouldn't it make more
sense to have IJN and SN leading the nations with bomber power as they both have +2
to bombers?

I'd like to suggest some balancing between these nations in order to make the game
more understandable.
