That's nonesense. The only factor effecting repair rate is repair true ability.
Classing late 3 levels shouldn't be a problem. You should be more concerned about the base
of your reps, and whether they are BVE or not.
I done some calculations, and you can't reach the cap with 4 reps, base +11, 100 vets and
rest experts. The maximum repair you can have is 140DP/s if using these 4 repairs (at level
120. However, don't forget all your other sailors contribute to repair too, so to be safe, I
would say your final repair rate is 160-170DP/s. Regardless, you won't reach the cap.
