I think the reasons for peoples' choice of room runs much deeper than merely shared or earned EXP. Sure, it is a very big contributing factor, but definitely not the only one.
As most already know, playing a normal room is often a test of patience, and most people who play a game aren't looking to test their patience. They want quick entertainment. From the long waiting times, fussy balancing issues and deliberate line battles, playing normal rooms can be a very tedious and boring affair that won't appeal much to the average gamer.
