How do i capure a harbor and what do i need??

All you need are those APAs, some awesome marines, and 4 hours at the harbor for
them to actually capture it

You need a level 80 radioman, 8 million credits in the Fleet Bank Account, 100+ HoF
accounts or a big backing from one of the top four fleets on Nebraska.
