Im guessing "they wont", IIRC as Toulon has been open on NFEU since its debut. I remember
receiving an NFEU e-Newsletter where it was stated that the first to take the harbor must
liberate it from TNF.

They said they can't open it. Now either its that they can't, or they won't. Who knows.
