Actually, my current view is this:
All complaints on this are valid unless there are harbors going without assault. There are.
Let's be realistic. Not everybody can take a harbor. But there aren't a lot of regulations preventing them from trying, or using the attempt as practice and experience.
So are these fleets that like to complain about not being able to do HA's interested only in ownership by conquering a really crappy fleet or one who doesn't even bother defending? Or is there really a desire to improve the fleet via learning by doing? Is it the experience of doing the HA or is it the glory of ownership, no matter how it happens?
