Raising salors?

sakuma	I been having some issues with understanding how to raise your salors... Do they realy just kinda raise themselfs n you just pick the specialization? or do you need to be more involved in it? am i making more complicated than it is or is it something you gota play for a while to get.... my lvl of ship i have is mogami 1938
