As the OP is not listed in a fleet, I can consider this a genuine suggestion with little - no bias. That said here are the best educated responses to the points in his post.
I think that every fleet should have a harbor. NF should set up enough harbors for all the fleets it allows to participate.
Here's how I kinda see it working. Comments welcome.
1) NF restricts total number of fleets for available harbors ****Restricting fleets would be similiar to other games limiting clans/groups. Many people that play games are not necessarily after the large events but rather want a group amongst friends.
2) Small fleets would disband or merge to create larger fleets. ****Same as first response. Affects (negatively) many players. For the most part with fleets in NF (as with other games) they are built around more than just for winning (and yes some just recruit to try to win fleet events) but the core foundation of a fleet is built on several factors. Win or lose the fleet I am in is just fun to be in, good guys, cohecive. Merging fleets into one mixes different personalities, play styles etc and creates havoc (have seen merged clans in other games and good lord did drama ensue).
3) Neutral players would use neutral harbor ****Essentially creating a fleet with all fleetless players would seem to me to cause some problems similar to last response. Namely if HAs are taking place no clear defined leadership.... Rough time.
4) Harbors would come equipped with special ships, for rent. ****Current harbors have rentals. A prize (loosely use the term when you hit later tier BBs) for both investing significant credits to production and holding the harbor for extended periods of time. Some can argue that it is not available to all and is unfair, however it is somewhat similiar to premium ships and premium accounts. Something has to be done to access it (in this case just opening the wallet doesn't work).
5) Harbors would come in different categories and flavors: a) Neutral harbor - limited services and ships for rent b) Small fleet harbor - shared with small fleets, ships for rent, some services c) Medium fleet harbor - shared with 1 or 2 other fleets, good ships for rent, very good services. d) Large Fleet Harbor - shared with 1 or 2 other fleets, excellent ship line available for rent, very good services. e) Premium Fleet Harbor - Gold star, premium ships and premium services ****I'm not entirely sure what you mean by premium services, so I'll hold off on that. But I am lost as well on the sharing of the harbor between (small/medium/large) fleets. From a standpoint of fairness, what if a large fleet attacks a small fleet harbor? Now taking the shared part further, what happens during HAs at harbor tile. In outer tiles a large fleet or shared harbor is not a huge issue, but at final tile limited to 35 ships who decides who gets to play/defend/assault?
6) Fleets could play collaboratively and develop fleet relationships and conduct large scale assaults with multiple fleets engaged. ****A form of alliance between fleets or something similar would be an interesting concept and potentially allow smaller fleets to get more involved.
7) New very large maps to be built for multi-fleet games (Separate server?) ****While large maps and large fleet events would be nice (assuming they were server stable) after having played HAs, Large Fleet vs alls and event rooms, they tend to become bogged down, at times slideshows and result in little fun.
All said and done, HAs are likely the main reason for the "competitive" players to stick around. GBs fly you through xp and get you to 120, but after 120 your option is simply to start another crew. With HA/FL and fleet events there is a purpose for those BB/CV6s. The main drive for me getting mine was to have them to use for HAs (particularly having several for throwaway ships in outer tiles). After getting the second one the only times I ever really used it in GB was either to finish capping the sailors xp, practicing in it before an HA or if someone irked me I'd get it out for "fun".
