The key is that the County's optimal range with the 8L's at 55-70 degrees, is within the 8-inch range of other nations, but at a range where they are at an intermediate elevation, so the strike angles can be well offset with deck.
The County's HA is only 70, so if you close, you're back on even footing (except for SD). Either that, or you need to back out of the way - the HA range isn't as wide as you'd think , but the tendency for CL/CAs to form battle lines means you might let the County stay at its optimal range for too long.
