penalty for using German engineers?

Taiteki	On the site it says that allied nations do not get any exp penalties on a Japanese ship, wasn뭪 there a post about this in the old forums saying that you get a 25% penalty for allied sailors and 50% for mixing enemy nations IE:US or UK? I forgot was it ability or exp that get penalized

generaljdf	german sailors on jap ships don't get penalty's but they cant use equipment(like guns and torps) but engineers don't get penalty's i believe

jinzo13	oi oi oi yeah i think ull get penalty coz based on the old forum uk will match with us and japs will match with ger......... i also have ger engineer in my japs and hes alrady lv 60....^^
