New Features:

1) Fleet masters are able to send brief messages to all in-game fleet member. (1000
credit
fee per message).

2) Sailors are no longer able to be killed by AAC or AAA shells.

Bug Fixes/Misc.:

1) Bug: display in radioman's buddy display fix.
2) Bug: display in sailor's ability graph fix.
3) Premium Ship FCS bug fix.
4) Bug: display of soft-defence rate and ship speed in shipyard fix.
5) Game UI bug fix.
6) Washington server removed.
