My only real aim with this is a system where the variables are known... the random lottery is not a very rewarding system... more like a tax on people who are bad at math...
how about this:
Experts are created in battles/missions/whatever.
The current system will convert 10 experts to 10 vets for a fixed fee... but chances are you'll lose the experts and the points.
How about a conversion that lets you trade in X experts for Y vets for a fixed (and rather high) fee?
example: 20 experts + 20k points = 10 vets?
