Sometimes one gunner gains experts faster than the other and sometimes you get many successful veteran conversions on one but not on the other. Having said this I think the ability to balance out the number of experts and vets between two or more sailors would be amazing. This would work by calculating the number of experts and vets between all the sailors you have selected and then evenly divide them among each sailor.
