I actually really like the layout of the Black and White 2 boards. There, if someone posts something good and helpful you can give them reputation (shown on a bar below their name and in their "title" e.g. evil forum member for bad rep.). To punish someone for a bad/offensive post there, you click on a 'report' button, and they get a reputation decrease and a mod gets notified. Seems like a really good system. And doesn't have that annoying first post at the top of every page, and has the ability to immediately go to the last page of a thread.
