about me having 3 pairs- 1 AA gunner pair, 1 RLD pair and 1 ACC pair

Ummm all major ships have two secondary gun mounts, so one secondary gunner
won't be enough.
I advise you to make this other guy an AA gunner, so you have two. Ideally you'd
have two pairs of gunners. The primary pair would go Accuracy, the secondary pair
would go Reload - simplay because the ACC and RLD growth on AA gunners is
hideous.
But AA gunners boost your AAW defense, meaning at high levels DBs won't escape
from their bombing runs. They can also use Pom-poms, which are fun to use. So its
really a trade off.

depends what you want to do in the long run.

As you are on POW server, there are not many CV's out there and so 1 AA should be enough.

since u have only 1 AA gunner I think you should turn him into another AA gunner
