I can't get a ship it alway says when i click on new 'unavalible

h there i ve got that problem:
you must have a ship operator to get ship
once you get it he have a shp option(ship)
change his class to class-o and ship ddclasso will unlock

Click on the SHP button under your BO. A ship tree will pop up. Click on O'Class. You
can now buy a ship in the RN Port

You need to be level 12 and have an English Bridge Operator to buy a ship in
London. If you are 12 and have an English BO then I am stumped a bit.
