i got a z1 and i have a sailor of lvl 15 but what lvl does it take to get a new torp
launcher,and what is the difference between the first?

21" G7a T1 x3 torps - level 14
21" G7a T1 x4 torps - level 20
21" G7a T1 x5 torps - level 26

afaik it's lvl 17 for 4x launcher

You get 3 types of torp launchers, each 6 levels, and every time it just adds one tube.
IE- level 20, 4xtorp launcher.
26-5x torp launcher.
1
