IJN is ok if used properly.
Good ships in TW line: Fubuki,Shimakaze (out),Kuma-Kai and Kitakami (buahahaha! :) ) Good ships in gun line: Aki-Kai,Tsukikei,Mogami,Ise/Fuso (with 16.1"D but you need very high lvl gunners), Nagato and both Yamatos @ the end. Good ships in CVs lines: Junyo,Taiho,Hiryu,Unryu,Shokaku,Akagi 38,Kaga38,Shinano
Very Bad ships: Kagero (till lvl 14 when you gets first torp set), Akitsuki (slow, poor engines),Agano (class of it own), Kuma as TW, Myoko (worst CA in game), Kongo (vs others BBs and high lvl CAs)
I say when you get Kagero stick with missions till lvl 15, you still get 150-250 exp, and without twin 5" guns and triple 24" TT you will be owned even by FFs.
IJN support crew is bad. REP & ENG arent too bad but Restorers are ultimate crap. Partial solution is to have one IJN Rest and one KM Rest. Allied sailors works on allied ships (IJN/KM-UK/US) but get a 30% penalty. IJN rest get only +4 bonus, when KM rest get +5+3 bonuses. One thing: DO NOT convert experts from KM sailor to veterans, because veterans DO NOT count to whole ability, so if you KM REST have e.g. 300 sailors of which: 80 rookies, 200 experts, 20 veterans <- these 20 vet do not count so dont convert to them. I using one IJN REST and one KM REST, and improvment is noticeable. I think its the only exception from non-mixed crew. Remeber to look for max base stats for support. If you want REP look for +12 REP/+11 REST, for REST do not take sailors below +12 base REST.
Dont rush into battle with gunline DDs. Your structural strenght is very low. Keep distance. Get Tsukikei, fit twin 5.5" N or L with HE light and outrange CLs (except higher lvl CLs). Later on Mogami lvl put 5*twin 7.9"C D and own every1 around you :)
