Why is it i have have 3 BOs of the same nation? Do i really have to dismiss 1 before i can have the other BO? I wanted to have a BO for IJN CV, BB and TW line...

You can have as many BO's as you want so yes you can have all 3 jap lines (hey if you wanted you could have 4 jap BOs and do both CV lines as well) you dont have to dismiss them
