Choose a nation and change your sailors to it as soon as possible, otherwise they lose stats. and dont forget to change your sailors to armament sailors, support sailors, bridge operator, etc. from regular sailors after you make them a nation.

OK would I be better of choosing a fleet or staying neutral until I can buy well?

Depends on what cruiser, some are better to do that with than others.

Personally i'd wait a bit (as long as you can still keep full recruits on your dd) as your gunners will need some more experience before they will be decent with CL guns.

Personally I would just jump to a cruiser ... and use it to level up all your sailors until they can be used with it

But thats just my lowly new player opinion ;)
