Like mattadams said, you are most likely getting that error because your ship is too heavy to fit your sailors. Try reducing weight elsewhere. Also, although this doesn't sound like what you are experiencing, you will get the same message if you try and put a bridge operator either on a ship that he isn't qualified for, or onto any spot besides the bridge.

I have an answer to this problem, came about quite by accedent, well how I fixed it was to LOWER the over weight of my ship e.g. reduce the bulge armor to 0 (zero) then drag and drop my sailor into place, then afterwards bring my armor back up to as high as I could and be able to leave the shipyard. The number one think you got to remmber is that your "saliors" have weigth like recruts, experts, and vets so this I know will fix your problem.
