Several good ideas I approve of:
Battery option (Engineer req'd), recharge on surface.
Air recharge system or Snorkel (up/down) Planesman required.
How about adding a 4th level: 1)Surface, 2)Snorkel/periscope depth, 3)Cruise, and 4)crash dive.
Surface and periscope depth for torpedoes on ships. Cruise depth uses battery and air, but less detection from ASW. Cruise depth torpedoes only for SS vs SS, require periscope depth to sink ships. Sonar only in Cruise or crash dive, no overhead except shadows. Crash dive DP should be zero, but you use air more rapidly and if your battery goes out on CD, you die. Should be able to move (slowly) in crash dive and only lose air (faster rate) and battery. Bulkhead armor reduces crash dive damage cost, but very heavy. Battery run low on cruise or periscope depth would cause you to surface. Snorkel would provide slow rebuild of air, surfacing would replenish tanks a lot quicker. Snorkel is visible (small and no ID), periscope is not visible.
Battery power should be used more rapidly when at full throttle or overheat while underwater. Battery constantly drains at some slow rate. Surface recharges battery power and air quickly. Higher level SS could have exhaust pipe and snorkel systems to recharge batteries at periscope depth.
New control panel to use these features.
ASW should be a dedicated ship (FF/DD/CL1) and be fitted with a sonar FCS only. Sonarman required and better sonar pickup. Audible ping would be heard by both ASW and SS if detected. Higher level sonarman increases range of pickup. Because of the 4th level added, Depth charges and Hedge Hogs would need a depth setting or they would not be as effective (0-4 setting).

Something to help the SS1/2 become more competitive.
Add full complement of support sailors (Restore, Repair, Seaman, Engineer, Sonarman, Planesman).
