The only difference would be having the login system work with the ingame database of accounts. *** There is actually quite a bit more different than just the login system.
You have to write a script to convert the current forum data base and permissions into the new forum as well as bug test so moderators actually are mods on the forum, public can't see mod forums, etc. If they are coding a forum from scratch then they also have to make sure it is spam- proof too.
Also, they have to make a new theme which is never particularly easy.
IIRC they are making a new web page too, so they have to make the forum integrate with the page as well as ensure it is secure since the site also has to process payments (even if it is generally to third party sources like paypal/click & buy/etc.). Also, a system has to be made for support tickets.
One more thing that comes to mind is rankings. They could probably use the current script from this website though unless, of course, they are going to try and make it live rankings or make the ranking system more detailed.
I think the forum + website shouldn't have taken this long though. It's been an extra two months on what they said it would be. Sure, the server merge delayed things, but if there are indeed different dev's then there shouldn't have been much of a reason to delay it by two months... I think they must have been running behind schedule already.
