It is because in several countries it is illegal to show the swastica, except for
scholarly reasons.

Precedent is no argument, because the reason for the precedent is ridiculous. If you hae a problem with
the ussr , don't use either flag. in the privacy of your own nf client you may have swastikas, just the
same as you can put nazi posters in your room or some other bigoted mode of expression.
