It kinda unfair for the small portion of players who remain Neutral are forced stick with
DD's and FF's while those who do chose the major factions get use Crusiers, then
Battleships and Carriers. I suggest to make it a little fairer, that Neutral Players can
get crusiers classes that were used by other navies that were involved, such as ones from
Italy, the Netherlands and Spain for example.
