I think TTF has the best ratio of non-retards to active accounts.

I would assume the combination of Polish fleets would produce the best mix of lots of
players and enough skilled players for a good fleet league team.

There are a couple fleets with a hundred BB6s running around and a couple fleets with
15 good players and 40 active accounts.

Definetly not, there are fleets that are able to defend an Harbor , others are not able
,
there are fleets which can win fleet events such as fleet leagues or armada wars ,
fleets that are just playing for trolling in-game or just for fun , but definetly not all of
them are strong.

But coming back to the main theme, if you want my opinion my top 4 would be:

-Jedi/Regalia(are they still on?)
-Flota Chile(very effective players and some that are just free exp)
-Black Sun(
-ORP(they are great guys when they are able to reach 20 guys for fleet events)
